Department of Export Control of V.G. Shukhov BSTU

Inter-University Center for International Partnership and Academic Mobility was established in 1997 as a center for international cooperation of Belgorod State Technological Academy of Construction Materials, and since the 6th of September, 1999 has been the Inter-University Center for International Partnership and Academic Mobility of the Ministry of Education of Russia at Belgorod State Technological Academy of Construction Materials. The basis for the establishment of the Inter-University Center was the joint decision of the Council of Rectors of the Belgorod Region, the Belgorod State Technological Academy of Construction Materials Academic Council and the College of the Ministry of Education of Russia (Decree of the Ministry of Education of Russia No. 254 of 06.09.1999 "On the creation of a network of regional and inter-university centers of international partnership and academic mobility").

The Inter-University Center is the executive body of the commission for international cooperation of the Council of Rectors of Belgorod Region. Inter-University Centre unites 21 state and non-state educational institutions including 8 Higher Educational Institutions and 13 branches of HEI. In accordance with the decree of the Ministry of Education of the Russian Federation the branch of the Service of Educational Documents Confirmation of the Ministry of Education of the Russian Federation and Information unit of the Council of Europe has been founded and successfully work as part of Inter-University Centre.

Since the Inter-University Centre operated, it has been supported by regional and city government, which is reflected in the relevant decisions. In particular, Belgorod-city government and University has signed the agreement on the cooperation in scientific and methodological support of Centre of International Partnership and Academic Mobility. The Chairman of The Council of Rectors of Belgorod Region, Anatoliy M. Gridchin, Rector of V.G. Shukhov Belgorod State Technological University provides the Inter-Center with a comprehensive assistance, including scientific, financial and technical support.

The structure of the Centre of International Education and Partnership was changed on the 17th of May,2013 due to the improvement of the Centre activity and some alterations in its functions. Since the 22nd of July, 2013 Inter-University Centre of International Partnership and Academic Mobility has been renamed into “Inter-University Centre of Academic Mobility and Export Control”

The main areas of work of Inter-University Centre of Academic Mobility and Export Control:

  • development of scientific research in the sphere of international education and network marketing of the international market of educational services.
  • cooperation in the promotion of education in educational institutions of the Belgorod region foreign citizens and assistance for citizens of the Russian Federation in participation in educational and scientific programs in foreign universities and other educational and scientific centers;
  • use of new information technologies for the creation and introduction of databases specialized in the field of international cooperation of universities as well as the exchange of relevant information;
  • improvement modes and methods of training, enhancement of the level of skills of Russian and foreign professionals, development and introduction into the educational process the latest techniques and technical means of education;
  • work in the educational, scientific, socio-organizational, cultural, advertising, publishing, and research areas, production and economy, international economy and other spheres that do not contradict with the statutes and functions of the contracting parties and is not prohibited by law.

The main areas of work of Inter-University center are:

  • formation and development of the institutional, personnel and information base, balanced and successful integration of V.G. Shukhov BSTU in the global scientific-educational and innovative space;
  • informational, analytical and organizational support of the international work of university departments and schools in the field of educational, research and innovation cooperation;
  • cooperation of the efforts of the regional universities in order to increase the efficiency of international scientific and educational activities;
  • export control.

Export control is a set of measures to prevent the unauthorized sale of goods, information, works, services, and results of intellectual activity that can be used to create weapons of mass destruction, their means of delivery and other types of weapons and military equipment, as well as dual-use goods and technologies.

Federal Technical and Export Control Service (FTECS) of Russia is the federal executive body that performs cross-sectoral coordination and functional regulation of activities to ensure the protection by non-cryptographic methods of information containing information constituting state secrets or official information from leakage through technical channels, from unauthorized access to it, from special manipulation of information and performs counteraction to technical means of Intelligence services in the territory of the Russian Federation (hereinafter referred to as "technical protection of information").

The Export Control Law (183-Federal Law of 18.07.1999 with amendments) contains the definition: "Controlled goods and technologies are raw materials, materials, equipment, scientific and technical information, works, services, the results of intellectual activity, which due to their features and properties can make a significant contribution to the creation of weapons of mass destruction, their means of delivery, other types of weapons and military equipment." The lists of controlled goods and technologies are approved by decrees of the President on the submission of the government.

Under the Export Control Law, there are six lists:

  • list of nuclear materials, equipment, special non-nuclear materials and related technologies subject to export controls (List 202)
  • a list of dual-use equipment and related technologies used for nuclear purposes for which export control is exercised (List 36)
  • a list of dual-use goods and technologies that can be used to create weapons and military equipment and for which export control is exercised (List 580)
  • list of equipment, materials, and technologies that can be used to build missile weapons and for which export control is exercised (List 1005)
  • list of chemicals, equipment and technologies that can be used to create chemical weapons and for which export control is exercised (List 1082)
  • list of microorganisms, toxins, equipment, and technologies subject to export control (List 1083)

The procedure of obtaining the conclusion of the Export Control Commission.

The intra-university system of export control is a set of measures maintained by the administration of V.G. Shukhov Belgorod State Technological University and its structural subdivisions aimed at steadfast implementation of the Russian Federation Laws in export activity of materials, equipment, technologies, scientific and technical information and services.

Heads of subdivisions or staff of Belgorod State Technological University, indented to conclude a contract or agreement with a foreign partner or to send scientific work to an international conference (or to perform another type of international activity), must write an official note addressed to the chairman of the Intra-University Commission for Export Control with a request to review their materials. The official note should be accompanied by materials for examination. If materials for examination are prepared by students or Ph.D. candidates, the official note is to be signed by the academic supervisor.

Materials submitted for the examination should be translated into Russian numbered and packed in due form. Contracts, agreements, other materials must be submitted to the Commission before they are finalized legally with a foreign partner.

The meeting of the Commission may be attended by directors of institutes and heads of schools of departments and heads of structural subdivisions or a person appointed to act as their representative, in whose competence are materials for examination. At the meeting of the Intra-University Commission for Export Control, the members of the commission conduct an examination of the submitted materials and give a conclusion stating whether the materials submitted fall within the restrictions of Russia of the export of goods and services.

The decision is adopted by the Commission by a simple majority of votes of the members of the Commission who attended the meeting. The Chairman and members of the Commission shall not abstain from voting. In case of equally divided votes, the chairman of the Commission casts the deciding vote. The minutes of the meeting of the Commission (with the decision) are signed by the chairman, secretary and all members of the Commission. A written conclusion is drawn up after examination, in which inferences are reached. The conclusion is signed by the members of the commission and approved by the chairman of the Commission.

In case the Commission makes a conclusion that in the performance of a treaty or the publication of a scientific article or the transfer of a scientific report, the state interests of the Russian Federation may be damaged, this contract cannot be concluded, and a scientific article or scientific report cannot be sent to the organizing committee of the international conference or to the ordering party.
